The Direct Vision Standard (DVS) and safety permit for heavy goods vehicles (HGVs) requires all lorries over 12 tonnes gross vehicle weight to be granted a permit to enter or operate in Greater London. The scheme was created to improve the safety of all road users, including pedestrians, cyclists and motorcyclists.
Owners of zero-star-rated vehicles are required to fit safe systems and then apply for their permit with photographic evidence of installation. The process for getting these vehicles on the allow list is as follows:
1. Operators must submit evidence from the fitter/garage concerned on branded documentation with details of their appointment and Vehicle Registration Number(s).
2. TfL will review the request and send written confirmation of the outcome.
3. As soon as Safe System equipment has been fitted, the DVS Permit Application process must be followed as set out at https://tfl.gov.uk/info-for/deliveries-in-london/delivering-safely/direct-vision-in-heavy-goods-vehicles/apply-for-an-hgv-safety-permit, applying with the required photographic evidence.
